HP s3421p Bios Splash

Hey guys,

I'm looking for some diagnostic help. I am trying to figure out what is wrong with a slimline hp s3421p.

Issue: PC freezes at bios splash screen and will not even try to load boot media. Also, I cannot enter bios or switch boot device as the PC is unresponsive.

I have tried:
Disconnecting HD, CD rom, uninstalling NIC, removing 1 RAM stick (switched stick, switched slot, etc). Removed CMOS battery over night & reinstalled it. The PC still responds the same after all of the above is done. However, when I remove both RAM sticks, the PC beeps (as it should).

There are no other expansion cards to remove. Any suggestions?
